H.R. 1538 and S. 683 – The “Compassionate Access, Research Expansion, and Respect States Act of 2015” (CARERS Act)

- Adds a provision to the CSA allowing states to determine their own medical marijuana laws; moves marijuana from Schedule I to Schedule II; amends federal banking laws to allow banks to provide financial services to legal marijuana businesses; eliminates unnecessary barriers to medical research; and allows Veterans ‘Affairs physicians to discuss medical marijuana with their patients.
